UNDE 00641 hosted an Information Picket and BBQ lunch from 11:30 AM to 1:00 PM. The PSAC signage was prominent from every point of entry and between 300 and 400 attended the event. The Local obtained more than 100 signatures in support of the Bargaining Team.

PSAC National Aboriginal Peoples' Conference
“MAAWANGITEENG”: WHERE THE JOURNEY BEGINS!
The PSAC held its first Aboriginal People’s Conference this past weekend in Winnipeg. Ontario was well represented at this event with 19 Delegates and 2 Observers in attendance. The Regional NAIM Representatives were elected at the Conference.

Labour Day 2008
Labour Day is just around the corner.It is a day where we celebrate the struggles and successes of the labour movement without forgetting where we have been and where we want to go.
We see workers come together to bring positive changes in their everyday lives not only at the workplace, but in our communities and globally. Through solidarity, our fights and struggles to bring about better collective agreements and working conditions can be achieved, and our social safety net in Ontario can be sustained.
For many of our members, expired collective agreements along with an employer who has not taken the negotiations process seriously, is foremost on their minds. Coupled with the hint of an impending federal election, the need for membership mobilization has never been greater.
This year PSAC Ontario is sponsoring Labour Day related activities in 17 different communities. Please contact your PSAC Regional Office for an event near you. Let’s make this the best Labour Day ever!

Re: Waves of Resistance – Pan-Canadian Gathering of Young Feminists

The Public Service Alliance of Canada, Alliance Executive Committee has approved funding for one young woman member per Region to attend this gathering in Montreal from October 11 - 13, 2008.
This gathering is an opportunity for young women to build links of solidarity and to define actions they want to take to make progressive change. It also will provide some new, positive voices that may contribute to the rebuilding of a feminist movement in Canada. It is an opportunity to engage young women from PSAC in the overall youth/feminist movement.
The Fédération des femmes du Québec/ Quebec Women’s Federation has strongly encouraged labour to send representatives to this conference, so that the perspective of young women workers can be integrated into the discussions and outcomes. This will be a gathering of young women, who have diverse political views and identities, cultures and languages, from all regions across Canada, with an interest in feminist issues and struggles.
The member selected must make a commitment to:
- Contribute to a report in the form of an article for distribution to the broader PSAC membership;
- Make a presentation to their Regional Council; and
- Organize one follow-up activity involving young women in their community.

Parks Members Mobilization Re One Year Anniversary of the Expiry of Collective Agreement
During the August long weekend and continuing onwards at various lock stations, boaters were leafleted and information conveyed regarding the lagging contract talks and the main issues between the Union and the Empployer.
PSAC pennants were also distributed to boaters who fly them from radio antenna and masts in suport of the canal workers. Boaters are very supportive.

Parks Member Mobilization - Aug 5th - Trent Severn Waterway Local
To mark the one year anniversary of the expiry of the Parks Collective Agreement, members held a noon Hour BBQ at Beavermeade Lake and Park near the Parks office headquaters in Peterborough. Over 50 members attended. Guest speakers and some activists arrived via pontoon boat and included Sr. Mary Ann Walker, Sr. Collins, Br Halabecki, Br Cashman, Br. Bucherer and piloted by Br. Trottier. After the speeches and the BBQ guests were given a pontoon boat tour of the famous Peterborough Lift Lock as well as locks 18 and 19 on the waterway.
Members were encouraged to press managment for a return to the table and to negotiate a fair agreement.

Cathy Harasym Attends Vigil
Tuesday August 13 I attended a vigil at Marina Park to support the walkers who are involved in the Walk 4 Justice campaign. This activity is for the thousands of women who have gone missing in Canada over the past 10 years and whose cases are unsolved on the books of law enforcement.
The women and men who are walking started in Vancouver on June 21 and plan on arriving in Ottawa September 15 when they will present a petition to the Federal Government demanding an enquiry into the murders and disappearance of so many. They are seeking justice for the victims and closure for their relatives.
The vigil included Aboriginal druming and songs, words of encouragement from the participants, introduction and back ground given by the walkers, lighting of candles, gifts of tobacco and prayers for success of this quest. It was quite fitting to have the Sleeping Giant and Lake Superior as a backdrop to the ceremony. Click for pics

Parks Members in Cornwall celebrated the one year anniversary of being without a contact by having cake and ice cream out in the park during the noon hour. After being elected to the Ontario Council at the PSAC Ontario Triennial Convention in May 2008, the newest Ontario Council representatives met for their training session and first meeting from June 20-24, 2008.

Toronto MDAC Pays Tribute to Aileen Duncan
The Toronto Members with Disability Access Committee held a meeting on June 25th, 2008. At this meeting they recognized the achievements of Aileen Duncan, who will be retiring after over 36 years of service to Canada Revenue Agency.
Aileen has held many roles in her union activism within Toronto and Hamilton area. She sat on Ontario Council since it’s inception on February 1999. She served on many committees such as the Hamilton Area Council, the Hamilton Regional Women’s Committee and was instrumental in the formation of both the Hamilton and Toronto Access Committees. Sister Duncan also volunteers at her local church and community.
Congratulations on your valued years of service and here’s to your retirement years.

Kingston Members Lobby with Peter Milliken
Members in the Kingston Region from Treasury Board and Parks, arranged and met with Peter Milliken, MP for Kingston & Thousand Island Riding on June 24, 2008. The purpose of this meeting was to discuss and lobby on issues including lagging contract talks with Parks Canada and Treasury Board, as well as the Think Public Campaign. Members pointed out problems that they have with the zone rates of pay, the increasing costs associated with inflation as well as the need to stimulate tourism in the area by keeping the Rideau Canal World Heritage Site in full operation with a valued workforce that has a collective agreement in place.

An Open Message To Treasury Board From The PSAC
On June 19, PSAC members across the country will be joining together to let you know what they think about your wage offer of 1.5% and 1.2%
It's an understatement to say that, after a year of bargaining, our members are disappointed that this is all you could come up with.
From your recent e-mail to our members, it's seems that you've finally started to pay attention to our members. It's too bad that you're more interested in managers' reports of our members' activities and so-called disruptions than you are in listening to their demands to fix workplace problems and achieve a fair agreement.
Why not come out on June 19 and see for yourself what our members have to say.
Oh, and by the way, thanks for the free advertising.
P.S. The Harper government must be confusing PSAC members with their own Members of Parliament. The PMO may be able to muzzle the Cabinet and Conservative caucus but it can't silence our members and their union.

Ontario Parks Mobilization Session
On June 2-3, 2008, PSAC members employed at Parks locations all across Ontario came together in Toronto. Two days were spent uniting their voices and actions to support their bargaining team and strategizing on how to get the employer back to the bargaining table.
Over the two days, the members organized, mobilized and developed a diverse action plan that the employer will surely be unable to ignore. Most importantly, the members enthusiastically built a strong network that they are excited about and committed to maintaining. After two packed days of brainstorming and strategizing, the motivated PSAC members went back to their respective worksites knowing that they own the bargaining process.
They went away confident that the public values their commitment to providing quality services and that this will ultimately bring the employer back to the table. Time will tell if Parks Canada is also committed to maintaining the high quality services that its hard-working employees provide, and chooses to show them the respect they deserve by getting back to the bargaining table.

The objectives of our 2008 PSAC National Aboriginal Peoples’ Conference are to:
- Connect with our Aboriginal Brothers and Sisters
- Educate and build capacity within Aboriginal communities and the Union
- Politicize Aboriginal Rights around the eradication of poverty (clean water, housing, education), for quality public service and a clean environment
- Raise awareness of the Union’s role in advancing Aboriginal Peoples’ Rights in the workplace, community and society as a whole

CFIA Members Take Action
PSAC, CFIA locals 14 and 15 held an early morning information picket at the Ontario Food Terminal at 165 Queensway to support the bargaining team and highlight to the employer that they want a fair and equitable contract.
Over 2000 thousand trucks from major vendors enter this facility daily.
Members of Local 14 and 15 perform a wide variety of jobs, including meat, poultry and produce inspection. They monitor and audit the federally regulated inspection programs of the food industry in Canada and enforce federal laws.

Gathering of Mother Earth Protectors
Sovereignty Sleepover: Toronto, Queen’s Park May 26th - May 29.
Rally: Queen’s Park May 26th, 5 p.m. - dusk.
On May 26th Indigenous communities and our supporters will gather at
Queen’s Park to uphold our duty to protect the land, forest, water,
and air and to promote respect for our Indigenous rights to say no to
economic exploitation and environmental destruction. It is time to end
the jailing and harassment of our people for protecting mother earth and
traditional ways. Please come to our large rally on May 26th at the
legislature. We are also inviting supporters to join us in four days of
ceremony, speakers, workshops, music, and a three night sovereignty
sleep-over directly on the front lawn of the legislature.
We Need: volunteers, donations of money, food, tents, blankets,
billeting, endorsements, and publicity.

Convention Delegates Elect New Regional Council
The 231 delegates to the 2008 PSAC Ontario Triennial Convention ended their three day meeting by electing a new Ontario Council. Brother Gerry Halabecki was acclaimed as the Ontario Regional Executive Vice-President.

PSAC Ontario 4th Triennial Convention Opens!
With a bang of the gavel Brother Gerry Halabecki, Regional Executive Vice-President for Ontario, opened the 4th Triennial PSAC Ontario Convention. Brother Halabecki urged the delegates to participate in this great Union and fight on behalf of the PSAC members in Ontario.
"For the past 1000 days we have stood strong in the face of employer and government attacks on our acquired rights," Brother Halabecki reminded delegates, "I can say proudly that we have not signed one collective agreement that extracted concessions from our members."
Guest speaker John Cartwright, President of the Toronto Labour Council told delegates that, "If you want to have power, you start with your Union". Brother Cartwright commended the PSAC for the Union's "Think Public" campaign in support of defending Public Services.
Delegates continue to debate resolutions submitted to the Convention and tomorrow will begin electing the Ontario Regional Council.

ACCESSIBILITY FOR ONTARIANS WITH DISABILITIES ACT ALLIANCE UPDATE
EMAIL THE HUMAN RIGHTS TRIBUNAL TO SUPPORT THE AODA ALLIANCE BRIEF REGARDING THE TRIBUNAL’S PROPOSED RULES OF PROCEDURE
Please take a minute to send a short email to the Ontario Human Rights Tribunal, to support the AODA Alliance brief, which raises concerns about the Tribunal’s proposed new rules of procedure. If the Tribunal adopts these rules, any discrimination victim will have to obey them to present a discrimination case. Our brief identifies serious problems with these proposed rules. It makes constructive suggestions on how to fix these problems:
* These rules are very user-unfriendly. A discrimination victim will need a lawyer to cope.
* These rules make it harder to file a discrimination case than under the old human rights system, and harder than filing a court case.
* These rules don’t ensure that the Tribunal will operate in a fully accessible, barrier-free way.
* These rules fly in the face of one of the McGuinty Government’s key promises. The Government promised that every discrimination victim would get a hearing on their case. Yet these rules let the Tribunal refuse to deal with a case at the outset, acting behind closed doors, without any hearing if the discrimination victim’s application form isn’t “complete.” The rules also let the Tribunal direct that a case will be decided at a “written hearing,” not at a hearing in person that the discrimination victim can attend.
* These rules give the Tribunal sweeping, excessive, unnecessary powers, like the power to set hearing dates without even consulting the parties, the power to indefinitely defer a case, and the power to selectively exempt a party from having to obey the rules. They let the Tribunal block you from being able to present all the relevant witnesses you need to prove your case.

STATEMENT - May 17th International Day Against Homophobia
(TORONTO) – May 17th is the International Day Against Homophobia. It is a day of action, awareness and affirmation of the fundamental rights of lesbian, gay, bisexual and trans-identified (LGBT) people and their families to live their lives – Out and Proud. On this Day the Ontario Federation of Labour is proud to stand in solidarity solidly in opposition to homophobia and transphobia.
The OFL endorses the 2008 campaign that highlights health care as a major issue for the LGBT community. We support the call for health services which are free of discrimination. We also firmly believe that supporting a public health care and pharmacare system is the best way to ensure that discrimination does not exist in the system. Here’s why:

Public health care and accountability are key. LGBT people historically have faced discrimination in access and provision of health care services. Activists from LGBT communities and unionized health care workers have challenged health care institutions to change their policies and practices and provide care that is free from prejudice and discrimination.

Public control of health care services and accountability through democratic processes is the best option for the LGBT community to continue to demand fair and equal treatment. It is also the best option for members of the disability rights, women’s, Aboriginal and people of colour communities.
-
The LGBT community has a keen interest in medical research and policy development. We need publicly accountable institutions which can be pressured into doing the necessary and critical research on LGBT health care concerns. Private institutions are not likely to invest in research that does not meet their religious/personal/political/financial/pocket book criteria. Profit-driven institutions, like drug companies, may be much more interested in the research of expensive drug therapies for people with HIV/AIDS than into research to find a cure. There is no profit in a cure.

Many members of the LGBT community are health care workers. The public health care system is currently highly unionized and has provided relatively good, secure, well-paid jobs. Unions helped win protection for workers against discrimination and benefits for the partners of LGBT workers.

Privatization of the health care system is a serious threat to the LGBT community. Already privatization has caused the de-listing of needed health care services. Our health care system no longer covers sex reassignment surgery, hormone treatments, artificial insemination and changes to coverage for drugs and other supplementary therapies have been devastating for the LGBT community.

Private, extended health care plans are not the answer. Private health care insurance means meeting the private insurer’s requirements therefore ‘pre-existing conditions’ such as being HIV positive will disqualify you from coverage. Private insurance costs a lot of extra money. The LGBT community, like everyone else, doesn’t have the money to pay for private coverage and care.
- For-profit, private institutions, privately controlled and operated are much less receptive to community needs and community voices. How will they be held accountable if they refuse to care for members of the LGBT community on the grounds of moral or religious beliefs? Access to health care is a basic human right and no one should have to go shopping for health care services to find places where they feel safe.

Approximately 80% of health care providers are women. They bear the heaviest burden of privatization when budgets are cut, wages are reduced and their work is de-skilled. When our public health care institutions are downsized the extra burden of care falls mostly on women.

Private, for-profit institutions result in lower wages and benefits, reduced services and the application of private sector management techniques which effectively de-skill workers and contradict the ethics of care which guide public health care workers. Profit, not care is the watchword of privatization.
In 2008 LGBT people are campaigning to preserve and expand public health care in Canada. The LGBT community wants everyone to write your elected representatives and Premiers and insist that health care dollars be spent on public, not-for-profit health care. Explain why public access to non-profit health care meets the needs of the LGBT community.
It’s time to make the voices and needs of LGBT communities heard. Health care is a human right. Let’s make sure the LGBT community gets respectful, accessible care through a strong public health care system.

Federal Court Decision Issued in Canada Post Pay Equity Case
The Federal Court has released its decision in the Canada Post appeal of the Human Rights Tribunal decision in our pay equity complaint against the Corporation.
The Court has overturned the Tribunal's decision to award damages, supporting much of Canada Post's appeal.
PSAC is obviously very disappointed in the Court's decision; very disappointed for our current and former members who have had to wait so long to see justice done.
However, based on an initial review of the decision, we believe there are good grounds for the union to appeal this latest decision. The union is currently consulting with its legal counsel and a final decision will be made soon about filing a request for judicial review with the Federal Court of Appeal.
This case may now be into its 25th year but it is not over yet.

If you have had anything like the experience I have had from my Local members and my Regional constituents you have been bombarded by members angry that we don't get Family Day off and know we need to do something. My Local will be wearing stickers stating I'd Rather be with my family on Monday. I encourage you to do the same and send a clear message to our employer that we need a break this time of year as much as everyone else.
I've included the sticker template and a handout, just edit your Local info. The sticker template is was set up using Avery's Multi Purpose ID Labels- 3 1/3'' x 4'' numbers 6462 or 6464so it will work with Avery sheets, but any 3 1/3'' x 4'' labels should do. Give the sticker separately, don't attach to the flyer as it won't come off properly.
Also get your members to fax, email and call their MPs and let them know we want a holiday for all Canadians in February.

Pension surplus litigation: PSAC to appeal Court’s Decision
On Wednesday, December 19, 2007, the PSAC served Notice to the Attorney General of Canada that it intended to appeal the lower court decision in the ‘Pension Surplus’ case. Formal appeal documents will be filed with the Ontario Court of Appeal on Friday, December 28, 2007.

Toronto Regional Women’s Committee asks you to Remember - December 6, 1989
On December 6th, we remember the women whose lives were ended and we reflect on the continued crisis of violence against women in our society and the violence women face around this world.
On December 6th, 1989, 14 women were murdered, and 13 others were wounded at L'Ecole Polytechnique Engineering School in Montreal. This was not just a random act of violence against these women, but rather it was a deliberate and calculated attack targeting only women.
The Toronto Regional Women’s committee encourages you to get involved by attending one of the many events held throughout Toronto.

World AIDS Day – December 1st
2007 - Stop AIDS; Keep the Promise - Leadership
More than 25 million people have died of AIDS since 1981. World AIDS Day, observed December 1st each year, is dedicated to raising awareness of the AIDS pandemic caused by the spread of HIV infection.
According to United Nations AIDS estimates, there are now 33.2 million people living with HIV, including 2.5 million children. In 2007 alone, there were an estimated 2.1 million deaths globally and an estimated 2.5 million people became newly infected with the virus. Around half of all people who become infected with HIV do so before they are 25 and are killed by AIDS before they are 35.

Opportunity to Attend our National Women’s Conference
Greetings Sisters:
As you may know, the Ontario Region is hosting the PSAC National Women’s Conference in Toronto from Friday, November 23 to Sunday November 25, 2007 at the Westin Harbour Castle, 1 Harbour Square. As the host city, we have a unique opportunity to attend some of the plenary sessions through usage of “Day Passes” to the Conference.
Limited Day Passes will be available to any PSAC women in good standing who wish to attend up to one day of the Conference. The passes are available at the Conference Administration Office, but cannot be used for workshop sessions.

PSAC Ontario Region Fall School - October 26-30, 2007
Ontario Region Fall School took place on October 26-30, 2007 at Kempenfelt Conference Centre in Barrie. Sixty-five members took the PSAC Advanced Steward Training. Participants also learned about the PSAC Defending Quality Services Campaign (DQPS), PSAC Structure including Ontario Regional Council, and Mobilization for Collective Bargaining.
Participants had the opportunity to meet John Gordon, PSAC National President; Gerry Halabecki, Regional Executive Vice-President, PSAC Ontario; and Terry Downey, Executive Vice-President, Ontario Federation of Labour.

National Coming Out Day – October 11
October 11 is a day that focuses on living openly and honestly for the Gay, Lesbian, Bi-sexual, and Transgendered (GLBT) communities.
The term “in the closet”, refers to members of the GLBT communities who hide their sexual orientation and identities from the people around them for fear of rejection and reprisal.
“Coming Out” therefore is a way to end that silence, to stand up and claim our rights as human beings for dignity and respect through self-declaration.
GLBT rights would not be what they are today in Canada if it were not for activists standing up and challenging the status quo, through increased visibility and demonstrating that our GLBT communities occupy and contribute to every facet of society.
National Coming Out Day is celebrated worldwide, with it’s inception in 1988, a year after the 1987 National March on Washington for Lesbian and Gay Rights, which saw over 1 million people demonstrate.
Please celebrate this day and continue our progression to full equality. Hiding is not the answer; if we want equality we cannot have an invisible movement.
